The Development Team has identified
ten design principles that will serve as a guideline
in the development of the Grand Avenue project.
These principles were presented to the public in the
first round of outreach meetings in October and November
2004 and helped initiate a discussion regarding
initial ideas for the project.
The principles are as follows: |

- Create a distinct area and neighborhood with
a memorable identity
- Locate uses, activities and events at Grand
Avenue, make it a “go to” place and
a place to live
- Connect to surrounding neighborhood, civic,
historic, and office areas

- Plan the district to meet the needs and wants
of LA’s diverse population
- Create accessible, safe and attractive public
spaces and an active street environment
- Provide for a variety of shopping / dining price
points
- Provide retail with universal appeal: bookstores,
cinemas, moderate price restaurants

- Heavily used public spaces will bring life to
Grand Avenue
- Program and plan ongoing activities and events
in the Civic Park
- Emphasize Grand Avenue as a retail and pedestrian
oriented
street and cultural corridor

- Provide affordable and market rate housing for
various
urban lifestyles
- Provide both rentals and for-sale units
- Provide a mix of mid and high rise units

- Link to adjacent districts in a pedestrian friendly
manner
- Provide neighborhood retail along First and
Hill
- Provide retail and cultural uses along Grand
- Provide links to Little Tokyo, Chinatown, and
East Los Angeles

essential ingredients to success
- Complete the Park and public spaces
- Open a significant retail, restaurant and entertainment
component – an immediate “go to”

Grand Avenue
